The paper proposes a reflection on the dynamics triggered by the bid and the designation of the title Italian Capital of Culture. The enhancement of the territory through a cultural label is a widely recognised strategy to foster the competitive development of cities in the global context. Examining a number of case studies, the article suggests focusing on the process involving urban actors, which, starting with the candidacy, can promote greater local participation in governance processes, enabling a broader decision-making base – also in the context of urban regeneration policies – and strengthen territorial identity. Some experiences highlight attempts to increase empowerment of local actors, which, if conducted effectively, can constitute reference models for extended governance, as recognised in both national and European recommendations.
