Marino University of Study of Basilicata, Potenza, Italy (email: fmarino@unibas.it) Abstract It is particularly interesting the case of the 1.023 flats of subsidized buildings realized in Avellino after the 1980 earthquake, for the most part in the years between the 1982 or 1983 and the 1986, and the others until the 1991 and 1992. This report pays particular attention to the case of Avellino, not only because of the constructive system (buildings with structure in steel, floors made by “prédalle”, carrying out staircase, and precast one layer infill panels, insulated on the inner side) but also because, thanks to a financing by the Region Campania in March 2001 and in February 2002 (just 15 years after the realization of the buildings), 604 flats of 7 districts are object of a program of building substitution. In other words, more than half of the flats completed in 1986 are going to be demolished; only the ones (other 192 flats) of the district Quattrograna West are object of building recovery; while 2 districts, Picarelli and Quattrograna East, are expecting the necessary financings to complete the recovering or the demolition. It has been found that the decision of demolishing the buildings was taken without deeply analysing the extension and nature of the pathologies. Actually, the absence of an appropriate relationship between the size of the buildings and the dimension of the families inhabiting them is a problem bigger than the technical pathologies affecting the buildings. This case-study shows the structural lack of quality control processes both on the project and the realization, which is typical of the administrative instruments used for these works, especially the Italian systems of awarding of contract “concessione di sola costruzione” and “appalto concorso”.
