The Research (PhD scholarship financed by the FSC 2020 Development and Cohesion Fund within the framework of the "Research and Innovation 2015-2017" Axis "Human Capital") focuses on the issues that closely link Architecture to Health and Heritage in the internal areas of our country; the strategic objective lies in the construction of an experimental network of services for the care of Heritage and the health of Communities, in the inner territories of Basilicata. In line with the National Strategy of Inner Areas (SNAI), the quality of life of people is considered a priority aspect in the continuous phenomenon of depopulation of small centres. The new needs of the community, with the concomitant safeguarding of the heritage of the innermost urban centres, are intertwined with strategies for the design and planning of new welfare systems; it is precisely in these territories that the care of the planet can evidently intertwine with that of humanity, building itself with architecture. The historic villages, where the contact between the memory of the built environment and the vast natural heritage is at its maximum, offer the perfect space for the dialogue of future challenges between services and proximity. The survey methodology, based on several techniques for surveying and representing marginalised contexts, aims to convey a "conscious" experience conducted among today's community needs; it seeks precisely to identify with the people and places for which the architecture and space is intended, in order to return new forms of narrative and design capable of expressing these needs. The possibility of developing links between stakeholders, the local population and territorial qualities (starting with the inner area of Lucania “Montagna Materana”) in different but equally very fragile contexts defines the strategy to be implemented to meet the needs and demands for change expressed by the territory. Acquiring the local dimension is the condition for the community to feel an integral part of these processes; In this way, the term 'recognition' takes on a fundamental meaning for both the population and the territory, which is recognised for its being proposed as an urban system, close to the desires and needs of those who inhabit it. In other words, it is a matter of supporting, in an orderly manner, initiatives aimed at promoting public policies aimed at recognising in one's own urban heritage, possibilities for new services for which the community is the bearer. Hence the need for an openness to an ongoing dialogue between the parties present in the area (giving rise to several networks and 'project communities') in which architecture acts as a facilitator for the creation of a development perspective according to a new vision of what we often do not recognise or are very often used to seeing as mere 'fixed assets'. The preservation of small centres passes from the recognition, contrary to what happens, of more 'primary elements' to be cared for and safeguarded, because they still tell our story. Drawing, employed in its most diverse forms, passes through the discovery of elements of a complex, subtle and often submerged reality; this reality must be discovered and, once discovered, brought back to the surface; if it is deemed necessary to modify it, it must be done with care, perceptiveness and great respect. The city is not only made up of buildings, streets, monuments, squares and parks, but above all of desires, ideas, dreams. It is made up of individuals and human life.
La Ricerca (Borsa di Dottorato triennale finanziata dal Fondo per lo Sviluppo e la Coesione FSC 2020 nell'ambito del Piano Stralcio “Ricerca e Innovazione 2015-2017” Asse “Capitale Umano”) verte sulle tematiche che legano strettamente l’Architettura alla Salute e al Patrimonio delle aree interne del nostro paese; l’obiettivo strategico risiede nella costruzione di una rete sperimentale di servizi per la cura dei Patrimoni e la salute delle Comunità, nei territori interni della Basilicata. In linea con la Strategia Nazionale delle Aree Interne (SNAI) si considera la qualità della vita delle persone come aspetto prioritario nel continuo fenomeno di spopolamento dei piccoli centri. I nuovi fabbisogni della comunità, con la contestuale salvaguardia del patrimonio dei centri urbani più interni, si intreccia con strategie di disegno e progetto di nuovi sistemi di welfare; è proprio in questi territori che la cura del pianeta può evidentemente intrecciarsi con quella dell’umanità, costruendosi con l’architettura. I borghi storici, dove è massimo il contatto tra la memoria del costruito e il vasto patrimonio naturalistico, offrono lo spazio perfetto di dialogo delle sfide future tra servizi e prossimità. La metodologia di indagine, fondata su più tecniche di rilievo e di rappresentazione dei contesti marginalizzati, vuole trasmettere una “consapevole” esperienza condotta tra le necessità odierne della comunità; cerca appunto di identificarsi con le persone e con i luoghi alle quali l’architettura e lo spazio è destinato, al fine di restituire nuove forme di narrazione e di progetto capace di esprimere tali necessità. La possibilità di sviluppare legami tra portatori di interesse, popolazione locale e qualità territoriali (a partire dall’area interna lucana Montagna Materana) in contesti diversi, ma ugualmente molto fragili, definisce la strategia che si vuole attuare per soddisfare i fabbisogni e le esigenze di cambiamento espresse dal territorio. L’acquisizione della dimensione locale costituisce la condizione affinché la comunità possa sentirsi parte integrante di questi processi; in tal modo il termine “riconoscimento” assume un significato fondamentale tanto per la popolazione, quanto per il territorio che viene riconosciuto per il suo essere proposto come sistema urbano, prossimo ai desideri e alle necessità di chi lo abita. Si tratta, in altre parole, di supportare in maniera ordinata iniziative volte a promuovere politiche pubbliche dirette a riconoscere nel proprio patrimonio urbano, possibilità di nuovi servizi di cui la comunità si fa portatrice. Ne discende la necessità di un’apertura ad un dialogo continuativo tra le parti presenti sul territorio (dando vita a più reti e “comunità di progetto”) in cui l’architettura funge da facilitatore per la creazione di una prospettiva di sviluppo secondo una nuova visione di quello che spesso non riconosciamo o siamo molto spesso abituati a vedere come semplici “attività fisse”. La salvaguardia dei piccoli centri passa dal riconoscimento, contrariamente a quanto accade, di più “elementi primari” da curare e salvaguardare, perché raccontano ancora la nostra storia. Il disegno, impiegato nelle sue più disparate forme, passa dalla scoperta di elementi di una realtà, complessa sottile e spesso sommersa; questa realtà va scoperta e, una volta scoperta riportata in superficie; se si ritiene necessario modificarla, va fatto con cura, percettività e grande rispetto. La città non è solo fatta di edifici, strade, monumenti, piazze e parchi ma soprattutto di desideri, idee, sogni. È fatta di individui e di vita umana.
